Proposed Rule Changes/ Additions/ Modifications ­ 2005
 
 
Rule 1 ­ The Crosse 
A.1. ­ change aluminum alloy to metal alloy 
A.2. ­ remove sentence that begins ³Basically be in the same planeS.² ­ no
longer correct based on new specs and now better defined in Rule 22. 
A.3 ­ remove the word ³traditionally² and slightly reorder the wording ­
sentence will now read ³The pocket of the stick shall be strung with 4-5
longitudinal leather and/or synthetic thongs and 8-12 stitches of cross
lacing.  Mesh pockets are not allowed.² 
A.4 ­ reword the sentence to read ³The crosse shall not have sharp or
protruding parts or edges and shall not be dangerous to players in any way.² 
A.6.b. ­ remove the words ³even with or² ­ sentence will now read ³The top
of the ball remains above the top of the wooden or plastic wallS² 
B.1. and B.3. and B.4. ­ make the same changes to these sections as noted in
corresponding sections in A, except mesh pockets will be allowed.
 
Rule 6 ­ Captains and/or Coaches 
Add Section A ­ will read ³The head coach will verbally certify to the
umpires that all equipment is legal under these rules including eye
protection that meets the most current  ASTM Specification Standard F803 and
goalkeeper helmets that meet the NOCSAE standard for lacrosse. (See Rule
20.A.2)²
 
Section B. will be the current information in the rulebook that is now A-H.
This will now be 1-8.  Information in I has been incorporated into new
section A.
 
Rule 7 ­ Uniform/Equipment 
B.1. ­ add a second sentence to read ³The protective helmet, designed for
lacrosse, must meet the NOCSAE test standard.²
 
E. ­ will now read ³All field players must properly wear eye protection that
meets the most current ASTM Specification Standard F803 for womenıs lacrosse
for the appropriate level of play (youth or adult).  (See Rule 6.A.)²
  
Rule 8 ­ Duration of Play 
E. ­ remove the first two sentences and add the following ­ ³Each team shall
be permitted two time-outs per game which would include overtime.²  This is a change from one time-out per half and no time out during overtime.  A team could use both time outs in the first half or save both until overtime if
that should happen.
 
After Sec. F. add the following Note ­ ³If 80% of the playing time has
elapsed and the game is tied, leagues should determine their own
tie-breaking procedures.²  In this section we address all other
possibilities except this one where the game is considered complete but is
still tied. The addition of this Note is just a notification to leagues or
schools that they must be the ones to determine what, if anything, is to
happen in this situation. 
G. ­ last sentence to read ³The timerıs horn will indicate the end of each
half and overtime. (See Rule 20.C.10.)²
 
Rule 9 ­ Substitution 
B.6. ­ add ­ ³Exception:  In the event of an injured goalkeeper, if the
backup goalkeeper is in the game as a field player she will be permitted
time to put on the goalkeeper equipment and replace the injured goalkeeper.
A player from the bench may replace that field player.²  AR9-2 will be
changed to indicate that this is now legal.
 
Rule 11 ­ Scoring 
C. 6. ­ remove this sentence.  Time out is now allowed during overtime if a
team has time outs remaining.  Current C.7. will renumber to C.6.
 
Rule 14 ­ The Throw 
After E. include the following Note ­ ³If a player is awarded a free
position and her team is called for a foul before play is restarted there is
a change of possession.²  There has been confusion about when there should
be a throw and when there should be a change of possession in these
situations.  The addition of the Note should provide clarification.  Two
Approved Rulings will also be added to give specific examples.
 
Rule 18 ­ Fouls 
A.16.Note ­ a new first sentence will read ³Any shot directed at or taken
without regard to the positioning of a field player is dangerous
propelling.² 
A.17.b. ­ delete ³a field player².  Sentence to now read ³A shot should not
be directed at the goalkeeperıs bodyS.².  Also, remove the first sentence in
the Note.
 
Changes to A.16 and A.17 should eliminate the confusion as to what is a
dangerous shot and what is dangerous propelling.
 
Rule 19 ­ Penalty for Fouls 
B.2.  The second sentence will now read ­ ³In addition to awarding a free
position, the umpire may issue a yellow or red card.²  We removed the phrase about giving verbal cautions from this section.  While an umpire may give a verbal caution at anytime, this section of the rules is dealing with
misconduct or cardable offenses and verbal cautions in these situations
arenıt appropriate.
 
Rule 20 ­ Umpires, Scorers, Timers 
A.2. ­ change the NOTE to read -  the umpires will obtain verbal
certification from the head coach that all equipment is legal under these
rules including eye protection that meets the ASTM Specification Standard
F803 for womenıs lacrosse at their appropriate level of play (youth or
adult), and goalie helmets that meet the NOCSAE Lacrosse Helmet Standard.
See Rule 6.A., 7.B.1. and 7.E.
 
C.10. ­ remove ³count out loudS.² with ³Sound a horn to indicate the end of
the half and the end of the game.²

Rule 21 ­ Definitions 
Clarify Within a Stickıs Length by adding ­ ³Sis when any part of the
opponentıs body is inside a crosseıs length and an armıs length extended.²
 
Rule 22 ­ Manufacturers Specifications 
Expand this area to include the new stick specifications along with
diagrams.
 
The following changes were made to the new specifications passed in May
2004: 
      A.2. and E.2. ­ change to metal alloy
 
C.1.b.1 ­ slight change in wording to clarify that the lab is now measuring
the actual       sidewall height rather than the effective sidewall height;
and minimal sidewall height adjusted to 2.8cm from 2.95cm.
 
C.2.f. ­ wording change suggested by the testing lab to clarify how to
measure the inside width between the sidewalls.
 
A Note will be added at the very end of the section dealing with stick
specifications, to read ­ ³US Lacrosse does not test or approve crosses to
determine compliance with specifications.  US Lacrosse shall have no
liability for defects caused by failure to meet specifications or for
alterations made after manufacture.²
   
A section on eyewear will be added.  It will read: 
1.    All eye protection must meet the most current version of the ASTM
Specification Standard F803 for womenıs lacrosse, either at the adult or the
youth level.
2.    All eye protection must be tested at a PECC certified testing
laboratory, and test results must be sent to the Womenıs Division Director,
US Lacrosse.
3.    Only eye protection that has been certified by a PECC testing lab will
be listed on the US Lacrosse web site and considered legal for use in
womenıs lacrosse play.
 
Subsequent sections in this rule will be re-lettered to reflect the
additional sections added.
Arm Signals for Umpires
 
At the request of the NUC, new signals will be added and some of the current
signals will be modified and the pictures will be redone.
 
Youth Rules
 
Under Protective Equipment (pg. 76) ­ insert wording about the goalie helmet
meeting the NOCSAE standard for lacrosse to match the Womenıs Rules.
 
Under Fouls (pg. 78), change number 1 to read ­ ³No shooting on free
positions unless using a goalie or modified goal opening (Level C).²  Make
this same change to number 7 under Level C Specifics (pg. 80).
 
Procedural Change 
Umpires will now be instructed to re-start the game with a free position at
center rather than a draw if a card is given after a goal has been scored or
as the half expires. There is nothing in the rules to prohibit this so no
change to the rules was needed to implement this change in procedure.  There has been an increase in the number of severe fouls against attack players going to goal resulting in cards being given, but then no other penalty being enforced. This change will correct that situation, plus perhaps
discourage defenders if they know that the other team will now be awarded
the ball.
